The Hebbron Family Center presents the Weed & Seed Spring Event & Neighborhood Clean Up on Saturday, March 27th from 9:00 am - 3:00 pm. The neighborhood clean up is scheduled from 9:00 am - 12:00 noon and all other fun activities are scheduled from 11:00 am - 3:00pm. Activities include a carne asada BBQ, community resource fair, a climbing wall / bungee jump, skate board equipment, raffles, arts & crafts, Easter egg hunt and a special appearance from the Easter bunny. The City of Salinas annually receives Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), and Emergency Shelter Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD). The City is soliciting proposals for Fiscal Year 2010-2011 funding to address housing, public facility, and public services needs. Proposals are now available from the City Housing Division at 200 Lincoln Avenue or can be downloaded. Proposals are due no later than Thursday, January 28, 2010 at 4:00 PM..

The City of Salinas is a Partner with the U.S. Census Bureau! The census is a count of everyone residing in the United States, both citizens and non-citizens. This includes people of all races and ethnic groups. The U.S. Constitution requires a national census once every 10 years. The census will show state population counts and determine the representation in the U.S. House of Representatives. Census questionnaires will be delivered or mailed to households via U.S. mail in March 2010. Census workers will also visit households that do not return the questionnaires.
American Recovery and Reinvestment Act Stimulus Funds Received

The City of Salinas has received $2.956 million dollars to complete a rehabilitation project on East Laurel Drive between Natividad Road and North Sanborn Road that will consist of roadway pavement improvements, new median islands to include trees and shrubs with irrigation, storm drainage facilities, traffic signal upgrades, ADA pedestrian ramps, striping and signage, and improvements to MST bus stops. There will be a groundbreaking ceremony for this project on Thursday, August 27, 2009 at 3:30 p.m. at the Veterans’ Memorial Park located at 855 East Laurel Drive. The completion date for this project is expected to be January 2010. Click here

Salinas Ag-Industrial Center Draft EIR- Notice of Availability

The City of Salinas has prepared a Draft Environmental Impact Report (EIR) for the Salinas Ag-Industrial Center Project, a 257-acre project located to the south of the City’s current limits and bordered by Abbott Street, Harris Road, and U.S. Highway 101. The project proponents, The UniKool Partners, have proposed development of a range of agricultural industrial related uses including agriculture processing, agricultural processing related uses, and uses that produce products, equipment, or services that support agricultural related industries. The environmental impacts of this project have been analyzed in accordance with the California Environmental Quality Act. The EIR identifies several potentially significant project impacts for which implementation of mitigation measures is required. Potentially significant impacts have been identified in the areas of Agriculture, Air Quality, Climate Change, Cultural Resources, Geology and Soils, Hazards and Hazardous Materials, Hydrology and Water Quality, Transportation and Circulation, and Cumulative Impacts (Transportation and Circulation). Other impacts have been identified that will be mitigated through implementation of site design and development standards contained in the Specific Plan and/or through implementation of standard conditions of approval required by the City. Copies of the EIR, technical appendices to the EIR, and the Specific Plan are available for inspection at the John Steinbeck Library, 350 Lincoln Avenue (831) 758-7311 and at the Community Development Department, 65 West Alisal Street, Salinas (831) 758-7206. The City is soliciting comments on the content of the EIR from interested persons and organizations concerned with the project, in accordance with State CEQA Guidelines Section 15087. Your comments must be sent during the 45-day public review period, which begins Friday, July 17, 2009 and ends Monday, August 31, 2009.

2009 Housing Element Draft

Each city in California is required to have a General Plan. One of the mandatory elements is a Housing Element. The 2009 Housing Element
update represents the City of Salinas’ programs, policies and implementation measures to facilitate the housing needs for all segments of the community.
Salinas’ regional “fair share of housing units is 4,076 dwelling units. Inclusive in the “fair share” are defined categories to address the affordable housing needs of Very low-income, Low-income, Moderate and Above-moderate households. The affordability range depends on a household’s income in relation to the median income of the jurisdiction. The estimated median income in Salinas is $46,4191 for a four person household.
Salinas’ fair share” of housing needs is based on figures received from the state Departments of Finance and Housing and Community Development. The regional council of governments: the Association of Monterey Bay Area Governments (AMBAG) is responsible to facilitate a process to distribute the required number of housing units within each jurisdiction in the region and adopt the RHNA (Regional Housing Needs Allocation). Following adoption of the RHNA each city in Monterey County and Santa Cruz County, as well as the unincorporated portions of each county is responsible for the updating of its General Plan Housing Element.

June 12, 2009In an effort to close a $12 million City budget deficit for FY 2009-10, City employees agreed to a salary reduction and work furlough program, which will save the City $6 million. The remaining $6 million will come from reductions in operation and capital expenditures. Please be patient with us as we attempt to provide residents, visitors, and businesses with quality service during the furlough.

City of Salinas General Plan 2007-2014 Housing Element Update

As required by State law, the City of Salinas is in the process of updating the Housing Element to its 2002 General Plan. The current draft of the 2007-2014 Housing Element Update
was considered by the Salinas Planning Commission on June 3rd, 2009, and will be considered by the Salinas City Council on June 23rd, 2009, for submittal to the California Department of Housing and Community Development. Copies of the draft Housing Element Update are available on-line
or in hard copy at the Community Development Department located in City Hall at 200 Lincoln Avenue. Public outreach meetings are currently being scheduled to be held in advance of the City Council’s consideration of the draft Housing Element Update.
