Federal Stimulus Programs

The Federal Stimulus Program provides the following amounts which have been allocated to the City of Salinas.


NSP Neighborhood Stabilization Program
$2,621,166 (HERA)
Funds may be used for a variety of neighborhood stabilization activities to help counteract the impact of the recent housing crisis. The primary use of the funds will be to acquire properties that have been foreclosed upon by lenders. Once acquired, repairs may be made and then the units used to provide affordable housing for persons whose incomes do not exceed 120 percent of area median income, either as rentals or through sale to owner-occupants. In some cases acquired units may be conveyed to local non-profit agencies. This first round of NSP funding is being provided to the State of California which in turn will pass funds through to local jurisdictions. There may be additional NSP funds available directly from the federal government as ARRA also appropriated funds for NSP, however, these funds will be available only through a competitive application and the program rules will change for the second round.

    HPRP Homeless Prevention and Rapid Re-Housing
    $1,013,978 (ARRA)
    Provides temporary financial and housing relocation/stabilization services for homeless persons, those who are in emergency shelters and those who are about to become homeless. On May 12, 2009, City Council, through a substantial amendment of the City's Fiscal Year 2008-09 Action Plan, approved the allocation of $988,629 for the Housing Resource Center to provide program services and $25,349 for the City's planning and administration costs. The City is awaiting approval from HUD of the HPRP application submitted on May 15, 2009.


    CDBG-R Community Development Block Grant – Recovery - $663,180 (ARRA)
    Funding is intended for a wide range of activities directed toward neighborhood revitalization, economic development and improvement of community facilities and services. Activities must maximize job creation/retention and economic benefit, improve energy efficiency, and provide assistance to unemployed persons. A substantial amendment to the FY 2008-09 Action Plan, to be approved by Council on June 2, 2009, will be submitted to HUD by June 4, 2009. The amendment allocates $630,000 to the East Market Street Roadway and Pedestrian Lighting Installation (CIP #9085) and $33,180 to the City for planning/administrative costs.
