Disadvantaged Business Enterprises (DBEs)

The City of Salinas is fully committed to encouraging participation of certified Disadvantaged Business Enterprises (DBEs) in the performance of public works contracts financed in whole or in part with federal funds [as required by Title 49 Part 26.5, Code of Federal Regulations (CFR)]. A “DBE” is a disadvantaged business enterprise or a for-profit small business concern that is at least 51 percent owned by one or more individuals who are both socially and economically disadvantaged. In the case of a corporation, 51 percent of the stock is owned by one or more such individuals; and whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it.

All prospective bidders are encouraged to use services offered by certified DBEs. The Department of Transportation, Civil Rights Business Enterprise Program maintains a complete listing of certified DBE firms, which is updated daily. However, in order to assist prospective bidders, the City of Salinas maintains a partial listing of certified DBEs  
located within the counties of Monterey, San Benito, San Luis Obispo, Santa Cruz and Santa Clara.

Seeking Bids on Public Works Contracts

In order to assist small businesses to be successful in bidding and winning local construction contracts, Caltrans and the California Construction Contracting Program (CCCP) is offering free training and counseling.

Due to the passage of huge statewide infrastructure bonds, the reconstruction of California’s roads is underway. If your business provides services from Asphalt to Porta-Potties; from backhoes to fencing; from catering to architectural and engineering services.

Strategically placed California Construction Contracting Programs, all located within existing Small Business Development Centers, offer the free training and counseling a small businesses needs to enhance their ability to bid for and WIN public works construction contracts.
