Disadvantaged Business Enterprises (DBEs) and Small Business Enterprises (SBEs)

The City of Salinas is fully committed to encouraging participation of certified Disadvantaged Business Enterprises (DBEs) in the performance of public works contracts financed in whole or in part with federal funds [as required by Title 49 Part 26.5, Code of Federal Regulations (CFR)].

In accordance with the new section added to 49CFR Part 26, the City of Salinas DBE Program has been revised to include a Small Business Enterprise (SBE) Element aimed at facilitating competition by certified SBEs.

All prospective bidders are encouraged to use services offered by certified DBEs and SBEs.

The Department of Transportation, Office of Business & Economic Opportunity maintains a complete listing of certified DBE firms, which is updated daily.

Additionally, The State’s Department of General Services maintains a complete listing of certified SBE firms.

Public Works Contractors

In order to assist prospective bidders, as well as winning contractors, about their responsibilities under California law in regards to prevailing wage and employment of apprentices the Department of Industrial Relations has launched a campaign called "Building Compliance & Community Alliance".

The campaign features a free, online Public Works Tool Kit for Contractors that will help understand the apprenticeship. Among the many resources found on www.calpublicworks.com are the forms needed for public works projects. The required forms are listed below.

  • DAS Form140 – Contract Award Information

    Contract award information must be sent to your Apprenticeship Committee if you are approved to train. If you are NOT approved to train, you must send the information to ALL applicable apprenticeship Committees in your craft or trade in the area of the public works project.

  • DAS Form 142 - Request for Dispatch of an Apprentice

    This form is used to request the dispatch of an apprentice from the Apprenticeship Committee in the craft or trade in the area of the public work to be done.   • CAC Form 2 - Training Fund Contributions

    Contractors approved to train and who contribute to an apprenticeship program are entitled to a full credit in the amount of those contributions. Contractors who DO NOT contribute to an apprenticeship program must submit their contributions using CAC Form 2 or a letter with all pertinent information to: California Apprenticeship Council, PO Box 420603, San Francisco, CA 94142-0603.
