What is the Census?

The Census is a constitutionally mandated decennial "head count" of the entire population residing in the United States. The Census arose when our country was first formed in the late 1700's, with the purpose of determining congressional representation. It is still used for the purpose of determining congressional representation and political boundaries, but its also used to determine the allocation of important federal funding in your community! Please read the next section to find out more about the importance of the Census. It is important to remember that the Census is for statistical purposes only, and no address can be linked back to your name or social security number, and the information from the census is not shared with any other Federal agency. The information is constitutionally mandated to be confidential and cannot be released for 72 years for any reason.

Why is the Census Important?

The 2020 Census is just around the corner, and its important that all Salinas residents are counted - regardless of their immigration status. Research outlines that for every 5 residents not counted, $100,000 in local funding is lost over ten years - funding for programs such as SNAP, MediCal, Federal Pell Grants, reduced school lunches, wildlife restoration, various housing programs and Highway construction and repair. Salinas has 38.5% (59,000 individuals) of the Hard-to-Count population of Monterey County - therefore it is important that Hard-to-Count neighborhoods are given special attention and outreach during the 2020 Census.

2020 Census Salinas Action Team

As a part of the Monterey County Complete Count Committee, the City of Salinas has formed an Action Team, exclusively focused on ensuring all Salinas residents are counted! The purpose of the Action Team is to implement outreach and media strategies in "Hard-to-Count" parts of Salinas (areas with a lot of overcrowding in housing units, areas with residents who speak another language at home, or areas with many homeless persons) to boost participation in the Census.

Strategies such as media messaging in multiple languages, canvassing, informational sessions in the form of Popups or Block Parties, organizing of various religious and community organizations and trusted individuals, and more, will be used in targeting HTC Populations to inform them about the importance of the Census.
