The City has five Census Tracts Located in its Opportunity Zone:
Project Sites
There are a number of potential sites in the Opportunity Zone which could be used for development.

Lincoln Avenue Corridor
Lincoln Avenue is located in Downtown Salinas, just two blocks from Main Street. It is currently mostly occupied by government buildings and street-level parking. The City's Downtown Vibrancy Plan envisions the corridor being transformed to accommodate a new Civic Center, a parking garage, and mixed-use development.
On November 3, 2020, the City released a Notice of Availability for seventeen parcels of land which have been identified as Surplus Land pursuant to the Surplus Lands Act. The City will accept Letters of Interest from prospective developers/users of the properties through January 3, 2021. More information may be found in this Notice of Availability. Division Street
On October 1, 2020 the City of Salinas released a Request for Proposals for seven properties located on Division Street in Salinas. Division Street offers a rare infill opportunity to develop vacant/underdeveloped land in the most densely populated area of the City, East Salinas. The City seeks to identify and select a Development Team which possesses the experience, financial capacity, and desire to design, build, and manage the development of a project that implements the vision articulated by the community for the Division Street Opportunity Site in the Alisal Vibrancy Plan, with preference given to the production of affordable housing.

Completed RFP responses are to be submitted electronically by emailing File Transfer Protocol (FTP) instructions or a link to a cloud-sharing folder to Lisa Brinton, Planning Manager, at [email protected] by 5:00 P.M., December 1, 2020. Proposals received after the due date and time will not be considered.
