The City of Salinas was recognized at the 2017 Northern California Government Alliance on Race & Equity (GARE) Commencement Ceremony on December 14, 2017. The Award recognized the successful completion of the one-year training on the role of government in advancing racial equity. In late 2016, City staff and leadership, supported by City Manager Ray Corpuz, decided to join GARE as a way to develop a cross-department team that could work together to create a Racial Equity Impact Assessment tool. The City participated alongside other Northern California jurisdictions, including the County of Monterey. The Salinas team was lead by Community Safety Administrator Jose Arreola, and a subset of this team is still meeting every other month with the Governing for Racial Equity (GRE) community and City staff steering committee. 

What is the Government Alliance on Race & Equity?

GARE is a national network of government working to achieve racial equity and advance opportunities for all. The Alliance uses a three-prong approach:

1) Support jurisdictions that are at the forefront of work to advance racial equity;

2 ) Build pathways for new jurisdictions to begin doing racial equity work, including cohorts of new jurisdictions; and

3) Expand and strengthen local and regional collaborations that are broadly inclusive and focused on achieving racial equity.
