At its January 8, 2019 meeting, the Salinas City Council took two steps forward in its implementation of “The Salinas Plan.”  The Salinas Plan is a set of 32 recommendations developed in partnership with the National Resource Network.  Taken together, these recommendations would help the City eliminate its structural deficit, maintain core City services, and take steps to address the housing affordability crisis in the region.  Absent corrective action, the City is facing a cumulative deficit of over $60 million over the next ten years.

The first step taken by the City Council was to direct staff to conduct a multi-year fiscal analysis of significant initiatives.  Essentially, this means that in the future when the City Council receives information from staff about the estimated fiscal impacts of decisions, rather than considering impacts of only the current fiscal year, they will be provided information relating to the projected budget impacts for at least the next five years.  This will assist the Council in ensuring that key information regarding the long-term impacts of various City initiatives are taken into account when decisions are made.

The second step taken by Council was to initiate a study to explore the possibility of establishing and rental registry and inspection program in the City of Salinas.  The Salinas Plan recommends that such a program be created as part of a broad, multi-pronged strategy to improve housing affordability.  The program would assist the City in identifying the scale of overcrowding of units within the City, as well as help ensure that residents are living in safe conditions.  The City received a $75,000 grant from the National Resource Network through the Laura and John Arnold Foundation to cover three-quarters of the cost of the study.  The study will include a review of similar programs in other Cities, community/stakeholder outreach, and will identify the steps necessary to implement any recommended programs.  Any programs recommended will be considered by the City Council at a future date once this study is complete.
