Beginning in 2016, a Dallas Ave property was brought to Code Enforcement’s attention with complaints about hoarding, unsafe and unsanitary living conditions, and unlawful occupancy of an unpermitted garage unit. Initially, Code Enforcement staff attempted multiple inspections at the property but they were only ever able to verify the conditions visible from the public right of way. In July of 2017, after months of attempting to gain cooperation from a responsible party, multiple notices and citations issued, and complaints of worsening conditions, Code Enforcement began taking the necessary steps towards a receivership.

This began with obtaining and executing an inspection warrant to conduct a full inspection of the property completed by inspectors from Code Enforcement, Building, and Fire Prevention, with the support of the Salinas Police Department to ensure the safety of the inspectors. After months of case preparation, legal proceedings, and monitoring the property, the Court appointed a Receiver to the property in January of 2018 to begin the necessary rehabilitation. By the end of 2018, the rehabilitation work was complete and the property was successfully sold in February of this year.

Through 2017 and 2018, Code Enforcement has pursued receiverships at five properties in Salinas. This is the third successfully completed receivership for the City with recovery of all administrative costs. One property is in remediation and another is near close of escrow.

Through receiverships, the City can ensure the remediation of nuisance properties and recover all administrative costs. Code Enforcement intends to continue utilizing receiverships to address the most egregious cases where property owners have demonstrated that they are unable and/or unwilling to remediate serious life safety concerns that affect occupants and pose a risk to neighboring residents. The efforts made by various departments in this case led to a remarkable transformation of this property and the receivership process has proven to be an effective tool for Code Enforcement in creating safer and more beautiful neighborhoods.
