The City of Salinas (City) Community Development Department (CDD) is soliciting proposals from qualified consultants who have expertise in architectural and structural plans to collaborate with City staff and prepare a series of pre-approved, detached Accessory Dwelling Unit (ADU) plans. 

Currently, Salinas is facing both a housing affordability and overcrowding crisis. Salinas has one of the highest housing cost burdens among cities of its size nationally – with nearly half of all households paying 30% or more of their income for the cost of housing. 

The City aims to streamline the ADU process and reduce the cost for residents to build ADUs through pre-approved plan designs that are appropriate for the City’s needs, are compatible with existing Salinas architectural styles, and use energy efficient building methods.
