Public Review Draft 2023-2031 Housing Element
The Draft 2023-2031 Housing Element is available for public review. This Draft Housing Element is the result of months of intense work and reflects years of community engagement on housing. This Sixth Cycle update of the Housing will eventually replace the 2015 Housing Element, which expires in December 2023. The public comment period will start on May 12 and end June 20, 2023. After the public comment period, the City must take 10 business days to incorporate and respond to comments before submitting the Draft to the California Department of Housing and Community Development (HCD) for their review. HCD will have up to 90 days to provide comments. Once these are received, the City will update the Draft Housing Element and rerelease for review and adoption prior to December 15, 2023, the statutory deadline for adoption.

The project site is located at 2110 North Main Street at the southeast corner of North Main Street and East Bolivar Street and includes the following applications:
- General Plan Amendment 2022-003 (GPA 2022-003); Request to change the General Plan designation of an approximately 8,349 square-foot eastern portion of a 18,880 square-foot lot located at 2110 North Main Street from “Residential Low Density” to “Retail”;
- Rezone 2022-003 (RZ 2022-003); Request to change Zoning designation of the above referenced 8,349 square-foot eastern portion of the project site from “Residential Low Density (R-L-5.5)” to “Commercial Retail (CR)”; and
- Conditional Use Permit 2022-005 (CUP 2022-005); Request to establish and operate an Extended Stay Hotel for 22 of 25 on-site rooms.
The project site is currently developed with an existing hotel/motel (Capitol Motel) which is estimated to have been constructed circa 1936 and is considered a legal non-conforming use pursuant to Zoning Code Section 37-50.160. The Applicant (Capitol Motel – Ray Patel) is requesting to establish and operate an Extended Stay Hotel for 22 of the 25 on-site rooms pursuant to Zoning Code Section 37-50.085 (Extended Stay for Hotel/Motel uses).
The site is split zoned with Commercial Retail (CR) along the western portion of the site and Residential Low Density (R-L-5.5) along the eastern portion of the site. Per the Zoning Code, Extended Stay Hotels located on Commercial Retail (CR) zoned land can be considered through the Conditional Use Permit (CUP) process. However, in the Residential Low Density (R-L-5.5) Zoning District, Extended Stay Hotels are not permitted. Therefore, the applications have been submitted so that the General Plan and Zoning designations of the subject property are consistent with the western portion of the lot which are “Retail” and “Commercial Retail (CR)” respectively. Upon approval of the General Plan Amendment and Rezone, the proposed Extended Stay Hotel use can be approved through the CUP process.

John and Abbott Street Mixed Use Development IS/MND (PUD 2020-002, CUP 2020-030, ER 2020-018, AND TM 2022-001)
The John Street & Abbott Street Mixed Use Development Project would facilitate mixed use development on a 22.74-acre site located southeast of the John Street and Abbott Street intersection. The project would involve construction of a 70,000 square-foot hotel with 111 guest rooms, 242 residential units for 232,800 square feet of residential uses, 107,900 square feet of retail use, and 30,900 square feet of office use for a total of 478,800 square feet of new development. The project would be constructed in seven phases occur over 9 to 10 years. The 14 parcels that make up the project site would be reconfigured into 9 parcels. Construction of the hotel would occur in the first phase. Future development in remaining phases would include multi-story mixed-use buildings, retail and office buildings, and multi-family residential buildings. The project would also include upsizing of the adjacent sewer line beneath Abbott Street to provide increased capacity to the project site.
Environmental impacts of this project have been analyzed in accordance with the California Environmental Quality Act (CEQA) and a Mitigated Negative Declaration (MND) has been prepared for the project. Based on the environmental document, the project will not have a significant effect on the environment.

1 Preston Street Initial Study and Mitigated Negative Declaration (GPA 2022-001, RZ 2022-001)
The 1 Preston Street Project would involve a General Plan Amendment (GPA) and Rezone (RZ) to modify the existing land use and zoning designations of the vacant 2.6-acre lot at 1 Preston Street. The proposed GPA would change the General Plan land use designation of Residential Medium Density (8-15 units/acre) to Residential High Density (15-20 units/acre). The RZ would change the zoning from Residential Medium Density (R-M-3.6) to Residential High Density (R-H-2.1). The purpose of the proposed GPA and RZ is to facilitate the production of high-density housing, consistent with the City’s General Plan. The GPA and RZ would affect 2.6 acres and would facilitate the development of up to approximately 76 housing units (anticipating a density bonus) across approximately 129,202 square feet.
The project does not involve construction or other physical changes to the site because there are currently no development proposals. The project is intended to encourage the development of higher density development that would provide new housing that would be consistent with the Salinas General Plan. This project is being partially funded by Senate Bill 2 grant funding for the purpose of increasing housing production in the city.

Salinas Industrial Wastewater Treatment Facility Improvements Project - Initial Study/MND
Draft Greenhouse Gas Inventory Memo
PlaceWorks is working with the City of Salinas (City) to prepare a Climate Action Plan (CAP), which is a plan to assess and reduce greenhouse gas (GHG) emissions and improve community resilience to changing conditions associated with climate change in the community. The CAP is concurrent with the City’s General Plan update as part of Visión Salinas 2040. The General Plan is the City’s guiding document for future growth, government operations, and City decisions through 2050. The plan includes updates that comply with state law, including housing, environmental justice, community health, climate adaptation, and mobility.
As part of the CAP, PlaceWorks has been updating the City’s community-wide GHG inventories. A community-wide GHG inventory identifies GHG emissions that result from activities of residents, employees, and other community members occurring within the community. Examples include residents driving cars, homes using water, and businesses using electricity. Determining the annual level of GHG emissions will help Salinas establish an attainable goal for reducing the community’s emissions year over year, building on work that has been a community priority for over a decade. According to the 2019 data, the transportation sector was Salinas' largest contributor of GHG emissions (65% of total), with residential and non-residential energy the next largest sectors (a combined 24%) of the total. The City is about to launch Climate Action Plan engagement to work with the community on equitable measures to reduce these emissions and creating a more sustainable community.

Draft Downtown Government Center Memorandum of Understanding (Downtown MOU) for Public Review
The Salinas City Council and the County of Monterey Board of Supervisors will tentatively consider authorizing the execution of the attached draft 2022 Downtown Government Center Memorandum of Understanding (Downtown MOU) on March 22, 2022, at their respective regular meetings.
The Downtown MOU outlines an agreed upon approach for City and County to coordinate planning activities for the Government Center and Downtown Salinas as provided in the Downtown Vibrancy Plan (DVP), and the commitment of staff and financial resources to undertake identified planning activities. The three (3) primary areas of coordinating and planning are: Parking; Land Use; and Mobility and Safety.
The term of the Downtown MOU is five (5) years, expiring March 21, 2027. MOU terms require that an annual review, including an update on the Schedule of Performance (Exhibit A to the MOU), be conducted in January of each year.
Written comments on the Downtown MOU will be received from February 10, 2022, to February 25, 2022. The City is to authorize the rezoning of six (6) sites from Public/Semipublic (PS) and/or Commercial Retail (CR) to Mixed Use (MX) and expanding the Downtown Core (DC) Overlay District to include the Intermodal Transportation Center (ITC) site. The six (6) rezone sites are:
- Parking Lot 1, Salinas Street between West Alisal Street and West Gabilan Street, mid-block located at 219 Salinas ST (APN 002-242-029-000).

The City of Salinas is considering issuing a Commercial Cannabis Permit (CCP) for cultivation to an existing distribution commercial cannabis business located at 1353 Dayton Street, Unit B.
Due to the ongoing COVID-19 pandemic, the City is opening a public comment period to receive comments via email between Monday, December 28, 2020 and Monday, January 11, 2021. Per the City’s CCP application guidelines, public comment is welcomed in order to gather information and concerns regarding the issuance of new permits. Responses to individual comments will not be provided as part of this public comment period, but members of the public may contact the City at any time to ask questions or raise concerns regarding commercial cannabis operations in the City.

(representing multiple property owners and developers), has applied for approval of the Central Area Specific Plan Project (“Project”) comprised of the following: Specific Plan (SPEC 2013-001), Rezone (RZ 2020-002), and Development Agreement (DA 2020-001). A Final Program Environmental Impact Report has been prepared for the Project (ER 2020-001) pursuant to the California Environmental Quality Act (CEQA). The Project area consists of approximately 760 acres of land located in the North of Boronda Future Growth Area, bound by Natividad Road on the west, East Boronda Road (also referred to as “Boronda Road”) on the south, Old Stage Road and the future extension of Constitution Boulevard on the east, and the future extension of Russell Road on the north. The applications would authorize a maximum of 3,911 dwelling units, up to approximately 489,700 square feet of mixed-use commercial uses, up to three schools, seventeen parks, and other supporting uses. The Project site is currently zoned New Urbanism Interim (NI) with a Specific Plan Overlay District. On October 21, 2020, the Salinas Planning Commission voted 5-1, with one abstention, to recommend that the City Council approve the above listed applications.
A public hearing will be held before the City Council on Tuesday, November 17, 2020, at 4:00 p.m. via teleconference in accordance with State of California Executive Order No. N-29-20, to consider the above described project. Should the City Council approve the project and its related entitlements and environmental review, a second reading of the ordinances for RZ 2020-002 and DA 2020-001 would occur on Tuesday, December 1, 2020 at 4:00 p.m.

Draft Senate Bill 743 Vehicle Miles Traveled Implementation Policy Available
In 2013, then-Governor Jerry Brown signed Senate Bill 743 (SB 743) into law with goals of reducing Greenhouse Gas (GHG) emissions, and promoting infill development and a greater choice of transportation options. SB 743 is just one of the State laws passed in the last fifteen years to reduce GHG emissions because they are they are the driving force of climate change, which threatens Salinas and the greater Monterey County area with more extreme temperatures, longer droughts, and an increase in wildfires.
SB 743 went into effect on July 1, 2020, and requires cities to no longer use automobile delay and congestion, also known as level of service (LOS), as a basis for determining significant transportation impacts under the California Environmental Quality Act (CEQA). Measures to only address congestion and delays can unintentionally add more traffic and increase emissions. Vehicle miles traveled (VMT), which accounts for the number and length of vehicle trips related to a project, was selected as a replacement metric. Measures to reduce VMT impacts may include more mixing of land uses and investing in public transportation, or walking and biking. This means that more housing, shopping and services, and jobs would be located closer together, and more accessible to all of Salinas’ residents. The City has developed a draft policy to provide guidance for analyzing both land use and transportation projects that aligns with State recommendations. The City’s draft SB 743 VMT Implementation Policy is available for review and linked below.
SB 743 does not disallow the City of Salinas to use LOS for other planning purposes outside the scope of CEQA, including those related to the General Plan and that the VMT Policy would only apply to projects subject to CEQA. This VMT Policy is intended as an interim document to comply with State law that will be updated with the General Plan and Traffic Fee Ordinance to align the three.

Notice of Availability of the Central Area Specific Plan Draft Environmental Impact Report and the Draft Specific Plan
The City of Salinas has received applications for adoption of the Draft Central Area Specific Plan and related entitlements, for an approximately 760-acre area located in the northern portion of the City. The Specific Plan Area is bounded by Natividad Road on the west, East Boronda Road (also referred to as “Boronda Road”) on the south, Old Stage Road and the future extension of Constitution Boulevard on the east, and the future extension of Russell Road on the north. U.S. 101 and North Main Street are located to the west. Unincorporated land under the jurisdiction of the County of Monterey abuts the Specific Plan Area to the north. This Notice of Availability has been prepared to solicit comments on the Draft Environmental Impact Report (DEIR) and the Draft Specific Plan prepared for the project. The proposed project is described in more detail below, as is direction for providing comments on the DEIR and the Draft Specific Plan.
Notice is hereby given that the City of Salinas has prepared a Draft Program EIR pursuant to the requirements of the California Environmental Quality Act (CEQA), for the Central Area Specific Plan project. Project Location: The approximately 760-acre Specific Plan Area is located within the incorporated boundary of the City of Salinas and the City’s North of Boronda Road Future Growth Area (FGA). As previously noted, the project site is bounded by Natividad Road on the west, East Boronda Road (also referred to as “Boronda Road”) on the south, Old Stage Road and the future extension of Constitution Boulevard on the east, and the future extension of Russell Road on the north.
Project Description: The Central Area Specific Plan will establish the land use planning and regulatory guidance, including the land use and zoning designations and policies, development regulations and design standards, for the approximately 760-acre Specific Plan Area. The Specific Plan will serve as a bridge between the Salinas General Plan and individual development applications in the Specific Plan Area, applying—and adding greater specificity to—the goals, policies and concepts of the General Plan for that area.
The Specific Plan has been crafted to be consistent with overall community goals as expressed in the General Plan, as well as more specific policies and implementation measures contained in other documents. The City of Salinas Zoning Code requirements will apply to development applications and property within the Specific Plan Area unless specifically superseded by the development regulations or design standards contained in the Specific Plan. The underlying purpose of the proposed project is the approval and subsequent implementation of the proposed Central Area Specific Plan and related entitlements. Proposed land uses in the approximately 760-acre Specific Plan Area include residential, mixed-use commercial, neighborhood parks, small parks, schools and open space (including supplemental storm water detention/retention basins). Implementation will involve development of the Specific Plan Area under the New Urbanism Zoning Districts of Neighborhood Edge A and B (NE-A and NE-B)/Low Density Residential, Neighborhood General A, B and C (NG-A, NG-B, and NG-C)/Medium Density Residential, Village Center A and B (VC-A and VC-B), as well as the Public and Semipublic (PS), Parks (P), and Open Space (OS) Zoning Districts. A Specific Plan Overlay District will also apply to each of the Zoning Districts.
Significant Environmental Effects: The Draft EIR has identified the following environmental issue areas as having significant and unavoidable environmental impacts from implementation of the project: Air Quality, Biological Resources,Greenhouse Gases, Noise, Public Services, and Cumulative Impacts. All other environmental issues were determined to have no impact, less than significant impacts, or less than significant impacts with mitigation measures incorporated into the project.
Cortese-Listed Sites: Section 15087(c)(6) of the State CEQA Guidelines requires that this notice disclose whether the project site is listed on any of the lists enumerated under Government Code Section 65962.5 (Cortese List). As noted in the Draft EIR, four facilities within the project site are listed in various databases. More information on these sites can be found in Appendix E of the Draft EIR.

The PLHA Grant Program is funded by SB 2, referred to as the “Building Homes and Jobs Act”, which established a permanent, on-going source of funding dedicated to promoting and facilitating affordable housing development. The HCD PLHA Grant program will provide funding for the following five years (2019, 2020, 2021, 2022, and 2023).
The purpose of the HCD PLHA Grants Program is to fund housing-related projects and programs that assist in addressing the unmet housing needs of local communities. The City is eligible to receive up to $1,006,847 in funding for 2020, and an estimated 6,041,082 over the next five years.
The City proposes to allocate funds for the development of affordable multi-family housing and Accessory Dwelling Units (ADUs), the establishment of a Regional Housing Trust Fund, and homeless services as described below:

It is anticipated that the Specific Plan Area will house up to 15,928 residents at project build-out.
