HOME- American Rescue Plan (HOME-ARP)
BACKGROUND
The City of Salinas was allocated $ 2,918,774 of HOME American Recovery Plan Act (HOME-ARP) funding from the US Department of Housing and Urban Development (HUD) in Fiscal Year 2021. HOME-ARP funds will be used to assist all the qualifying populations described in the Notice CPD-21-10: Requirements of the Use of Funds in the HOME-American Rescue Plan Program. Funding is earmarked to perform four key activities: (1) development and support of affordable housing, (2) tenant-based rental assistance (TBRA), (3) provision of supportive services; and (4) acquisition and development of non-congregate shelter units.
CONSULTATION
To receive the HOME-ARP allocation, the City of Salinas consulted with agencies and service providers to identify the unmet needs and gaps in housing and service delivery systems for all qualifying populations. The Allocation Plan (AP) must describe how the City of Salinas intends to distribute HOME-ARP funds and how it will expend funds to address the needs of all HOME-ARP qualifying populations.

The Salinas Housing and Land Use Committee will hold a meeting to discuss the proposed Allocation Plan and will accept public comment on Tuesday, August 16, 2022, at approximately 3:30 p.m. at the City Council Rotunda, 200 Lincoln Ave Salinas, CA 93901.
The Salinas City Council will hold a public hearing to consider and discuss the proposed Allocation Plan and will accept public comments during its regular meeting of Tuesday, August 23, 2022, at approximately 4:00 p.m. at the City Council Rotunda, 200 Lincoln Ave Salinas, CA 93901.
OPEN COMMENT PERIOD
The proposed draft Allocation Plan will be available for a minimum thirty-day (30) public comment period starting July 23, 2022, and ending on August 23, 2022.

Proposed Annual Action Plan for Fiscal Year 2022-2023 HUD Entitlement CDBG, HOME, ESG Funds
NOTICE IS HEREBY GIVEN that on June 4, 2022, the City of Salinas (City) will make available the draft fiscal year (FY) 2022-2023 Annual Action Plan (Action Plan).
The Action Plan describes the proposed activities to be implemented with FY 2022-2023 (July 1, 2022 - June 30, 2023) HUD entitlement Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grant (ESG) funding. The Action Plan details the City’s programs, projects and activities that will be undertaken with HUD’s CDBG, HOME and ESG entitlement funding.
In FY 2022-2023, the City anticipates receiving up to $2,073,339 in HUD entitlement CDBG funds; $60,000 in CDBG Program Income (PI); $911,007 in HOME funds; $313,000 in HOME Program Income; and $178,942 in ESG funds. Funding is based on FY 2022-23 funding allocations, estimated program income and/or prior year carry-over.

NOTICE IS HEREBY GIVEN that the Salinas City Council will hold a public hearing to consider final adoption of the proposed FY 2022-2023 Action Plan and Housing and Land Use Committee funding recommendations for FY 2022-2023 HUD CDBG, HOME, and ESG and is expected to direct staff to submit the documents to HUD during its regular meeting of:

The public is invited to provide oral or written comments. A summary of public comments received, and the City’s responses will become part of the public record. The minimum 30-day public review and comment period will begin on June 4, 2022, and will be accepted as of the date of this notice to close on July 5, 2022.
