Housing Counselor Emily Garnica

The City of Salinas (City) is pleased to announce that it has obtained the services of Eden Council for Hope and Opportunity (ECHO).  Starting this FY 2017-18, ECHO now provides fair housing and tenant/landlord services to residents of the City and has recently expanded services to cover the unincorporated areas of Monterey County and the City of Monterey. The City is funding ECHO through its Community Development Block Grant (CDBG) public services funds.  Through ECHO’s Fair Housing Program, they are committed to ending discrimination in housing by providing counseling, investigation, mediation, enforcement, and education. ECHO’s fair housing counselors conduct site investigations and enforcement in response to reports of housing discrimination complaints.  Through ECHO's Tenant/Landlord Program, they provide information to tenants and property owners on their housing rights and responsibilities.  Additionally, ECHO has trained mediators to assist in resolving housing disputes through conciliation and mediation. The primary objective of the Tenant/Landlord Program is to build awareness of housing laws and prevent homelessness. ECHO now has two local satellite office locations at the City of Monterey and the County of Monterey.  ECHO is pleased to announce that they have recently hired a local Housing Counselor, Emily Garnica to assist residents in Salinas and within Monterey County.  For fair housing and tenant/landlord inquiries, Emily can be contacted at 831.566.0824 or emily [at] echofairhousing.org.
