The City currently administers three federal HUD entitlement programs: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and the Emergency Solutions Grant (ESG) along with the State HCD ESG grant program.  The City of Salinas has effectively administered HUD’s programs for over 35 years in accordance with HUD rules and regulations. Those rules stipulate that the City must prepare, on an annual basis, an “Action Plan” for expending the HUD funds; the funding process has its own set of parameters by which programs are funded. In addition, every five years the City must indicate to HUD its plan for expending funds into the future, through identifying community priorities and projected funding in the Consolidated Plan (Con Plan). City Housing staff will shortly begin working on the planning process for the 2020-2024 Con Plan (to cover July 1, 2020 to June 30, 2025).


For Fiscal Year 2018/19, HUD has allocated the City with $2,093,734 of CDBG, $838,381 of HOME, and $170,830 of ESG. These programs are meant to assist and improve low-income households and neighborhoods in Salinas. On May 15, 2018, the Salinas City Council approved the FY 2018-19 Action Plan which describes the proposed projects and programs that will receive funding for program year July 1, 2018 to June 30, 2019.  To view the FY 2018-19 Action Plan, please visit the City website link at:
