On March 19, 2019, the City Council approved the Housing Element Annual Progress Report (APR) for 2018 which is required by the state to be submitted to the California Department of Housing and Community Development (HCD) and Governor’s Office of Planning and Research (OPR) by April 1, 2019.

The APR reflects the City’s progress in implementing the goals and policies of the 2015-2023 General Plan Housing Element regarding the City’s housing production and implementation programs for calendar year 2018. The City issued 62 residential building permits in 2018 which resulted in 166 units, all of which are getting credited towards the Regional Housing Needs Allocation (RHNA) progress numbers for the City. In addition, the City issued 52 Certificates of Occupancy for a total of 54 units. During 2018, the City received two new housing development applications for a total of nine residential units. The City’s total RHNA allocation between January 1, 2014 and December 31, 2023 is 2,093 units.  Between January 1, 2014 and December 31, 2018, the City will be credited a total of 390 units which represents 19% of the City’s total RHNA allocation. One of the current developments under construction for which building permits were issued is Moon Gate Plaza in Chinatown, which will add 90 total units (88 affordable), once complete.
