Bathroom remodeled with Housing Services Program

The Housing Services Program (HSP) is a home repair and improvement program serving property owners within the Salinas city limits. Funds are derived from the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) programs. Through the HSP, the City of Salinas provides technical and financial assistance, allowing property owners to correct deficiencies and improve the livability of their residential property. Eligible improvements and repairs include: roofs, plumbing, windows, foundations, floors, electrical systems, bathrooms and kitchens, ramps, etc.

Low interest loans in amounts up to $90,000 are available to eligible property owners to make repairs to their residential property. In addition to the loan program the HSP a Housing Accessibility Assistance (HAA) grant of up to $14,000 per household is available to assist qualifying property owners in removing architectural barriers which limit access or impede mobility, and to install fixtures which may reduce hazards which may be aggravated by a disability. A Lead Base Paint (LBP) Grant up to $14,000 is available to those households where LBP is identified in their homes to remediate this hazardous material.

Households with an income not exceeding 80% of the median family income for Salinas or property owners willing to rent at rates affordable to low income households are eligible for the program. In addition to the income limitations applicants for the HAA Grant must have a household member with a qualified physical disability.

From FY 17-18 to FY 18-19, the program has assisted eleven households with seven low interest loans, nine HAA Grants, and six Lead Base Paint Grants. In addition to improving their homes and household lives, this assistance represents an investment of $779,035 dollars into our community.
