The City's Community Development Department (CDD) recently won two awards from the American Planning Association California Chapter. CDD won the 2020 Award of Excellence in the Planning Agency category, and the 2020 Award of Merit for the Alisal Vibrancy Plan in the category of Advancing Diversity and Social Change in Honor of Paul Davidoff. The Planning Agency Award honors a public sector agency with a track record of exceptional work that elevates awareness about planning in the community. In a span of just five years, the City has completed twelve major planning efforts, including citywide and area-focused plans. In 2016, CDD launched Visión Salinas to coordinate planning processes, build engagement capacity, and develop guiding principles for the General Plan Update. CDD staff also led work on on the Housing and Economic Development Elements, Regional Farmworker Housing Study and Action Plan, Chinatown Revitalization Plan, the Alisal Vibrancy Plan, two specific plans for the Future Growth Area, and outreach for the 2020 U.S. Census. 

The Advancing Diversity and Social Change in Honor of Paul Davidoff Award recognizes the promotion of diversity in the planning practice and a commitment to advocacy. From the start of the Alisal Vibrancy Plan (AVP), the City was committed to bringing new voices and leaders into the planning process and worked extensively with community-based organizations to focus on equity and remove barriers to participation. All plan events were in the East Salinas neighborhoods, led in the predominant language of the group with interpretation available, and meals and childcare were provided at meetings and workshops. Visión Salinas and the AVP engagement has changed how the City approaches outreach and will lead to even more inclusive processes in the future.
