On October 9th, 2018 the City of Salinas and the County of Monterey entered into a Memorandum of Understanding (MOU), which establishes the roles and responsibilities for the developments and operation of a Year-Round Homeless Shelter located at 855 E. Laurel Drive and Permanent Housing located at 1220 Natividad Road. New state funding through the Homeless Emergency Aid Program (HEAP) is potentially available to fund construction and operations of the Shelter and Housing. The City plans to work more with the community on Shelter operation details in the near future.

The actions taken by the City and County are meant to alleviate the emergency state of homelessness in the City and more broadly Countywide. Fifty-six percent of all homeless residents in Monterey County are located in the City of Salinas. Based upon Salinas School District data,  it is estimated that over 9,000 students in Monterey County experienced homelessness in 2017. The HEAP funding is a rare opportunity to help our neighbors that are experiencing homelessness.

On October 1st at the First Tee of Monterey County, the City hosted a meeting to discuss the MOU about the Shelter and Permanent Housing. The community filled out comment/question cards and staff as well as elected officials discussed the concerns of the public and answered questions. On October 8th, a group of parents organized a community meeting at Virgina Rocca Elementary School where City Staff gave a presentation in Spanish. Both community meetings reflected the communities willingness to provide important input and an opportunity for the City and County to work with the community to plan future operations of the Shelter.
