About the Division
The Permit Services Division safeguards public safety by ensuring that both residential and commercial building projects are built according to applicable building codes, city ordinances, and state laws. The Permit Services is comprised of permit clerks, plan check staff and building inspectors. All of who are here to provide timely intake, review and inspection of all private development projects to help stimulate community development and growth.
The Division strives to provide excellent customer service at the Public Counter to guide our customers through the permitting process in the most efficient manner.

Enhancement of Permit Center Operation to further Economic Prosperity through:
- Continued tracking and monitoring of revenues and expenses to ensure that the Division is independently financially sustainable.
- Establishment of a Building Board of Appeals.
- Reduction in the number of plan check revisions by 20%.
- Reduction in the number of days to approve plans.
- Creation of a new action plan for the Permit Center to improve customer service across departments.

Virtual Inspections with the City of Salinas

Did you know that the City of Salinas can conduct certain building inspections virtually? The Building Inspection Services Division established a Virtual Inspection Program during the pandemic, which will continue as an alternative to onsite inspections to accommodate the public for specific inspection types. Inspections are vital to protect life and property, and virtual inspections serve as an efficiency tool to ensure installations are completed safely. The City's Permit Center Technicians and Inspection staff have been instrumental in processing permits and performing inspections throughout the pandemic. They continued providing essential services during the Shelter in Place orders to ensure telephone calls and emails were answered, permits issued and inspections completed. Digital Plan Review Process Enhanced with ProjectDox

Raul Ortega from the Permit Services Division stands in front of cabinets that previously held paper copies of construction plans. During COVID-19, the City began accepting electronic copies of plans, an environmentally friendly process which saved paper, reduced carbon emissions and allowed customers to apply for and have permits issued remotely.
