About the Division
The Permit Services Division safeguards public safety by ensuring that both residential and commercial building projects are built according to applicable building codes, city ordinances, and state laws. The Permit Services is comprised of permit clerks, plan check staff and building inspectors. All of who are here to provide timely intake, review and inspection of all private development projects to help stimulate community development and growth.
The Division strives to provide excellent customer service at the Public Counter to guide our customers through the permitting process in the most efficient manner.

What We're Working On
Enhancement of Permit Center Operation to further Economic Prosperity through:
- Continued tracking and monitoring of revenues and expenses to ensure that the Division is independently financially sustainable.
- Establishment of a Building Board of Appeals in 2016.
- Reduction in the number of plan check revisions by 20%.
- Reduction in the number of days to approve plans.
- Creation of a new action plan for the Permit Center to improve customer service across departments.
Permit Center Open House December 10th

In keeping with our commitment for continuous improvement and customer service, the Permit Center is proud to announce that we will host an Open House on Tuesday, December 10th from 5:00pm to 7:00pm. In a fun, holiday themed get together, staff will be available to provide our customers with information and explanation regarding what we do, how we do it, and welcome any questions and suggestions to improve customer service. Staff from the Census 2020, Monterey County Health Department and Monterey 1 Water will also be available. See flyer for more details.
City Upgrades Permitting Software to Improve Workflows and Customer Experience

In 2007 the Community Development Department (CDD) upgraded the city permitting system from Wintegrate, to TRAKiT.net. TRAKiT.net was a program that was housed and hosted on city servers and provided the CDD the permitting tracking solutions for the past 12 years. Over the 12 years, the program has been expanded from supporting two divisions – Building and Planning, to include Code Enforcement, Advanced Planning, Legal, Fire, Public Works and Stormwater. Additionally, in 2011, the program was expanded to include a mobile application that allowed inspection staff to upload information directly from the field.

2019 Code Adoption

The current three-year code cycle is set to close on December 31, 2019. Staff is currently preparing for the adoption and enforcement of the next three-year cycle. Effective January 1, 2020 the City will be enforcing the 2019 California Code of Regulations, Title 24 - Parts 1 - 12.
