On November 5, 2019, the Salinas City Council voted unanimously to accept the Alisal Vibrancy Plan (AVP) as a key strategic planning document. It was a historic moment, as this is the City’s first community-driven plan specifically for East Salinas. Over 2,000 residents and community stakeholders participated in a resident-led engagement process over the past three years conducted in close collaboration with Building Healthy Communities East Salinas (BHC). This process generated more than 150 strategies. Community recommendations evolved into the goals, policies and actions that are the “heart” of the Plan and will inform the update of the City’s General Plan, anticipated to begin in 2020. Over 90 residents, youth, and stakeholders that participated in the AVP attended the Council meeting to show their support, including many who gave public comment on behalf of the plan. The final document will be available on and the City’s website once comments and final edits are incorporated. The final plan will also be translated into Spanish.

Early in 2020 there will be a meeting to celebrate this achievement and to screen a documentary of the process made by Baktun 12.
