Officer Gabe Carvey is the New Homeless Outreach Officer

In addition to the traditional law enforcement roles that the patrol operations play, to-day’s police officers must be able to address the wide breadth of homeless issues. State and nationwide, the conditions impacted by chronic homelessness are vast and challenging. Those same issues also afflict our community. The Salinas Police Department has opted to meet these challenges head-on. Officer Gabe Carvey was recently selected as the department’s Homeless Outreach Officer with the intention of eventually having a significant impact on homeless issues within the city of Salinas. Recent court decisions have vastly impacted traditional police practices when dealing with homelessness. This has created a need to look outside the box for solutions to these issues.

The Homeless Outreach Officer (HOT) model in Salinas eventually will develop into a final product that will find our department working in partnership with faith-based, county, and private sector service providers to deal with our most problematic homeless issues. We will be working to put together the collation of providers that will meet periodically to address and find solutions to the issues of such persons. Officer Carvey has been busy establishing himself by working in Chinatown. He has been using the existing abatement ordinance available to the Public Works Department to target individuals with excessive property and enforcing the camping ordinance. He has impacted several sites per week with very positive results. Further, he and other officers have ensured that those locations are not reoccupied by different campers.  Officer Tyler Provost has been active in helping officer Carvey in his efforts.

We are excited about the promising initial results our efforts have achieved thus far. In the near future, we hope that we are able to establish the strategic partnership pieces of the program to assist homeless individuals to connect with services.
