Traffic Improvement Program
The City of Salinas Traffic Improvement Program (2010) is the technical document used as part of the Traffic Fee Ordinance for new development occurring within City limits. As General Plan growth occurs, new development will increase traffic congestion within the City, impacting major streets and bridge improvements. The Traffic Improvement Program establishes what network and capacity improvements are necessary to support General Plan growth. The Traffic Improvement Program was established to ensure that new developments contribute towards offsetting the burdens they impose upon the City’s traffic system in a fair and predictable program.

The City’s Traffic Improvement Program only plans for mitigating development impacts within City limits. The Transportation Agency for Monterey County also established a Regional Development Impact Fee program for the regional network.
