City Begins Warning Program for Parking Violations Near Crosswalks

When vehicles park right in front of a crosswalk, it makes it hard for drivers to see pedestrians entering a crosswalk, oncoming bicycles, and vehicle traffic. Children and pedestrians with strollers, wheelchairs, or walkers are particularly vulnerable.

The City of Salinas has begun an education and warning program under Assembly Bill 413 (AB 413), which prohibits the following within 15 feet of a marked crosswalk (with lines and signals) or 20 feet of an unmarked crosswalk (at intersections that do not have crosswalk lines or signals):

  • No stopping a vehicle
  • No standing a vehicle (stationary for purposes of loading or unloading)
  • No parking a vehicle

Effective January 1, 2025, drivers could be cited for violating AB 413.

What’s next?

The City of Salinas has begun an education and warning campaign.

Residents can report violations of AB 413 through the SalinasCONNECT free mobile application.

  1. Select the location of the violation or enter the address or cross street
  2. Select “Parking Issue”
  3. Select “Crosswalk Parking Violation”

During this education period, a warning will be issued, not a citation. However, reporting through SalinasCONNECT helps us expand our education period, and collect valuable data on frequency of violations and locations where violations commonly occur.

The City will provide updates to the community prior to enforcement beginning.
