How to Bid on Projects

The City of Salinas has partnered with PlanetBids.com to print, sell, issue addendums and maintain a plan holders list for construction projects and maintenance service contracts.

Register your Company & Get Notified

Prospective bidders must register on the PlanetBids web site through the City of Salinas vendor portal to view and print bid packages. Only bidders registered through the City of Salinas vendor portal will receive updates and addenda. If the Bidder is not registered on the PlanetBids website through the City of Salinas vendor portal when submitting a bid or proposal, then the bid shall be disqualified.

Local Business Preference

Salinas City Council amended the City’s Local Purchasing Preference Ordinance to include professional services and Public Works contracts that exceed five thousand dollars ($5,000) (Sec.12-28.060).

Public Works contracts (Sec. 12-28.050) - In determining the lowest bid for a public works contract, a qualified local business will receive a five-percent (5%) preference.

In order to be recognized as a “local business,” contractors must submit a Declaration of Local Business Form to the City’s Finance Department.

Labor Compliance on Public Works Projects

All workers employed on public works projects must be paid the prevailing wage determined by the Director of the Department of Industrial Relations, according to the type of work and location of the project.

Public works in general means:

  • Construction, alteration, demolition, installation, or repair work done under contract and paid in whole or in part out of public funds.
  • It can include preconstruction and post-construction activities related to a public works project.

Anyone working on a public works project must be paid prevailing wages as determined by DIR. Projects of $30,000 or more must meet DIR's apprenticeship requirements. Failure to comply with public works requirements can result in civil penalties, criminal prosecution, or both. City's approved Labor Compliance Program is available here(PDF, 1MB)
