Fair Political Practices Commission

The Fair Political Practices Commission (FPPC) is a five-member independent, non-partisan commission that has primary responsibility for the impartial and effective administration of the Political Reform Act. The Act regulates campaign financing, conflicts of interest, lobbying, and governmental ethics. The Commission’s objectives are to ensure that public officials act in a fair and unbiased manner in the governmental decision-making process, to promote transparency in government, and to foster public trust in the political system. The City Clerk serves as the liaison between the FPPC and is the filing officer for the City.

Form 460 - Campaign Contribution Statements

The Form 460 is filed by recipient committees to report expenditures and contributions during specified periods. The Form 460 can be used to file a preelection statement, semi-annual statement, quarterly statement, termination statement, special odd-year report, or an amendment to a previously filed statements

Form 801 - Gift to Agency

This form is for use by all state and local government agencies to disclose payments made to the agency when the payments provide a personal benefit to an official of the agency. Examples may include travel, meals or other benefits. Under certain circumstances, these payments will not result in a gift to the official, but will be considered a gift to the agency. The payments must be used for official agency business and must meet other requirements that are set out in FPPC Regulation 18944.2, which is available on the FPPC website.

Form 806 - Agency Report of Public Official Appointments

The Form 806 Public Official Appointments serves as the mandated reporting form allowing the legislative body to report additional compensation provided to Councilmembers when appointed to outside governing boards.
