About the Division

The Advanced Planning Division translates the collective vision of the community into actionable plans and supports and coordinates their implementation. The core services include: implementation and maintenance of General Plan and other long-range and community planning documents such as the Alisal Vibrancy Plan and the Chinatown Revitalization Plan. 

 

Accomplishments

Recent accomplishments of the Advanced Planning Division include:

  • Officially kicked-off General Plan Update the summer of 2021.
  • Release Draft Housing Element May 2023. 
  • Secured $1.8 million in project funding from the Clean California State Beautification Program to beautify and improve three underpasses in the Alisal.
  • Secured $2,147,958 in project funding from the Clean California Local Grant Program (CCLGP) for the Alisal Greening, Beautification and Safety Project.
  • Developed the Downtown Outdoor Dining Program Design Guidelines and launched the forgivable loan for the program December 2023.
  • Upgraded light fixtures in the Fairview Neighborhood with LED lights in Spring 2023.
  • Completed street tree trimming on East Market Street, East Alisal Street, John Street, and North Sanborn Road.
  • Performed sidewalk cleanup on East Market Street, East Alisal Street, John Street and North Sanborn Road.

What We're Working On

  • Preparing a comprehensive update of the General Plan, which was last revised in 2002, and will include a 6th Cycle Housing Element (2023-2031) and new Environmental Justice Element.
  • Creating Salinas’ first Climate Action Plan.
  • Implementation of the Alisal Vibrancy Neighborhood Beautification Project at three (3) highway 101 undercrossing locations. 
  • Implementation of the Alisal Greening, Beautification, and Safety Project funded by the Clean California Local Grant Program. The project is to be completed June 30, 2024.  
  • Collaborating with the Library and Community Services Department on the procurement and development for design and construction of improvements for the Cesar Chavez Community Park, Closter Park, El Gabilan Play Lot, and Hebbron Family Center. 
  • Development of the Alisal District Identity Master Plan (ADIMP).
  • Development of the Alisal Streetscape Master Plan. Implementation of the AVP Vision Mural Project at the Breadbox Recreation Center.
  • Develop an Alisal Commercial Corridor Clean-up Program and enter into a service contract with the Salinas Downtown Streets Team and Hope Services. 
  • Development of ENVISIO Public Dashboard for AVP project reporting status.
  • Environmental review for the Rezoning of Large Shopping Centers for housing opportunities with SB2 funding
