NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about October 13, 2023, the City of Salinas ("City") will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds to undertake a project known as the Hebbron Family Center. All comments received by October 12, 2023, will be considered by the City prior to authorizing submission of a request for release of funds to HUD.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments to the City of Salinas, Housing & Community Development Department. PUBLIC HEARING: First Substantial Amendment to the Fiscal Year 2022 - 2023 Annual Action Plan

First Substantial Amendment to the Fiscal Year 2022-2023 Annual Action Plan 

The Hebbron Family Center project will be a new recreational facility located at 683, 683-B, 683-C, 683-D, 667, and 669 Fremont Street in Salinas, CA 93905. The project scope includes the demolition of an existing structure and construction of a new 7,500 square foot community recreation facility and is located within the City’s Alisal Neighborhood Revitalization Strategy Area (ANRSA). Allocated CDBG program funds would be used to cover architectural plans, other predevelopment costs, and construction activities.

NOTICE IS HEREBY GIVEN that the City of Salinas (City) through a Substantial Amendment (Amendment) process proposes to reallocate approximately $1,410,000 of prior FY AAP (FY 2017-2018, 2018-2019, 2019-2020, 2020-2021 & 2021-2022) funds and program income to the Hebbron Family Center project. This action would result in a total commitment of $3,057,115 of CDBG program funds to the Hebbron Family Center project and its Activity Delivery.

NOTICE IS HEREBY GIVEN that the City of Salinas’s Housing and Land Use Committee will discuss the proposed Amendment on: Tuesday, October 17, 2023, at approximately 3:30 p.m. or as soon after. Location: City Council Rotunda, 200 Lincoln Ave Salinas, CA 93901.

The City of Salinas’s City Council will hold a public hearing to consider final adoption of the proposed Amendment on:          Tuesday, October 24, 2023, at approximately 4:00 p.m. or as soon after. Location: City Council Rotunda, 200 Lincoln Ave Salinas, CA 93901

PUBLIC COMMENT

The public is invited to provide oral or written comments. The minimum 30-day public review and comment period will begin on September 23, 2023, and will be accepted as of the date of this notice to close on October 24, 2023. Written comments may be mailed and postmarked no later than October 24, 2023, to the following:
